[YUV AHB] Add the OpaqueYCbCrAndroidForExternalTexture feature. It enables use of OpaqueYCbCrAndroid textures only to create ExternalTexture and not for sampling or anything else. - Adds the feature and the validation changes to make it allow creating ExternalTextures with a plane0 of format OpaqueYCbCrAndroid. - Add logic in Format.cpp to track whether a format is supported, without relying on Cap::None meaning it is unsupported (since OpaqueYCbCrAndroid always has Cap::None even when supported). - Add validation tests for the new feature, as well as its interactions with YCbCrVulkanSamplers. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
