Tighten bounds clamping for SubgroupSuffle{Up,Down,Xor}
Instead of attempting to clamp to the full subgroup size, we instead
calculate the actual subgroup size and then choose to use the shuffled
value depending on if the requested ID is less then or equal to the last
subgroup ID.

Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
