Fix the CMake build because of CMP0077 Prior to CMake 3.12 option() is a cache variable operation which meant that the overriding of third_party project variables in third_party/CMakeLists.txt needs to write to the cache. Also remove a couple extra commas that were causing warnings. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
