Statically use Vulkan API version 1.1 Changes Vulkan backend to always use Vulkan 1.1 rather than the highest available API version. Previously Dawn required at least 1.1, so no devices are excluded by this change. Any extensions that were promoted to core in 1.1 have corresponding checks and fallback code paths removed. Function pointers for 1.1 are always queried, and for extensions not in 1.1 postfixed versions of the function name are always used. Logic to omit extension strings for promoted extensions during device creation is removed since it was being improperly applied and could result in being unable to query function pointers. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
