Use C++20 explicit(false) instead of NOLINT where possible C++20 adds explicit(bool), which is intended for use with templating, but also silences no-implicit-constructor warnings in both cpplint and clang-tidy. This avoids needing to add NOLINTs for both cpplint and clang-tidy, which is quite verbose. Now, only implicit *operators* need NOLINTs, and only for clang-tidy (cpplint doesn't detect them). Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
