dxc: Disable clang modules libc++ clang modules doesn't work with some flags, e.g. -fms-extensions, exceptions and RTTI. This is mainly to fix https://ci.chromium.org/ui/p/chromium/builders/try/linux-win-cross-rel/1652/overview when we enable clang modules by default. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
