Add latest reformat commit to .git-blame-ignore-revs
For reference, I hacked together this command to look through commits
with the largest number of files changed and see if there were any
others I should include. I didn't find any others.
git log --oneline --shortstat -- . ':!test/' | grep -v e87ac76f7d | awk '!(NR%2) {print$0p}{p=$0}' | sort -h
Verified locally with `git blame` as described in the comment.

Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
