[Fuzzing] Allow building fuzzers without a main function. This allows linking these fuzzers against alternative fuzzing engines that supply their own main, e.g. when not using libfuzzer. `fuzzer_test` supports this already, this CL is just about plumbing the bit through the wrapper `tint_fuzzer_test` GN template. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
