Swap all Linux/Clang CQ builders for gn_v2 versions Swaps all remaining old Linux/Clang CQ builders for their gn_v2 counterparts. As a result, does some refactoring of the CQ builder definitions to cut down on repeated code and group CQ builders in the same way as their CI counterparts. Additionally, fixes CQ builders which run WebGPU CTS via Node excluding changes which touch Go code. These tests use the Go code as a test runner similar to the fuzz tests.
