[tint] Always perform requested renames in Renamer The Renamer was not applying `requested_names` when only renaming keywords. Fix the `should_rename` check to consider `requested_names`. This is required in order for Dawn to work with symbol naming disabled when it is using `requested_names` to set the entry point name. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
