[spirv] Add transform to replace uniform vector component loads Qualcomm devices have a bug that affects pointers into vector components for large uniform buffers. Remove these by loading the whole vector and then extracting the component we need. Add a Dawn E2E test that covers the bug. This is suppressed on the OpenGLES backend for now as Qualcomm have the same issue in their GLSL flow. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
