[ir] Add concept of overrides to the IR. This CL adds an `override` instruction into the IR. The `program_to_ir` will convert an `Override` as needed into the given instruction. Note, this will then immediately fail validation as only `var` is currently permitted in the root block. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
