tint/writer/glsl: Fix emission of lowest i32 value GLSL has the same behavior as MSL, in that -2147483648 is parsed as a unary minus on '2147483648'. 2147483648 overflows an i32, so this actually gets treated as -0. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
