[hlsl] Add DXC header dir to include path for Tint This bakes in the path to the header in Dawn's third_party/directx-shader-compiler directory at build time. This won't work if the Tint binaries are moved to a different system, but unblocks subgroup matrix prototyping for now. If DXC continues to ship the header as a separate file then we will need a more robust solution in the longer term. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
