[graphite] Update copyToTexture expectations for nvidia win tests As part of removing accelerated video decode blocklist for windows graphite on nvidia GPUs [1], some webgpu-cts tests are failing on presubmit that haven't been suppressed (assuming they are now failing as blocklist is being removed). This change updates the expectations preparing for that. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
