Add a utils/string_stream class. This CL adds `utils::StringStream`. This is a wrapper over std::stringstream which forces the locale to always be `classic`. The logic to format floats and doubles as expected is moved from `float_to_string` and handled in the StreamStream. This will make all of our float emission the same. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
