[tint][intrinsics] Change intrinsic template syntax from <...> to [...] [...] will be used to declare a list of implicit template arguments. The resolver special cases certain intrinsics so that the first template argument is explicitly pre-defined. This special-casing will be moved into the definition file, by re-introducing <...> as an explicit template list in a later CL. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
