[wire] Bandaid fix to avoid TOCTOU vulnerability in Dawn wire. - This change ensures that for the non-commands in Dawn wire client, which haven't been completely spanified yet, do not read the size of spans more than once, and instead use a consistent read value. - This is a bandaid fix for now, and should be more properly addressed in follow ups where the remainder of the commands on the wire are spanified. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
