Remove auto lock from CreateBindGroup API calls Add "no autolock" to Device::CreateBindGroup in dawn.json to prevent automatic locking at the API boundary. The default implementation still acquires the DeviceGuard. Except D3D11 and Vulkan will use nullopt DeviceGuard since their CreateBindGroupImpl are already thread-safe.
