Convert Linux/x64/SwS/Rel to Starlark test specs Converts the Linux/x64/SwS/Rel tester to use test specs fully defined within Starlark. The waterfalls.pyl entry for the tester is left for now since the use of the Starlark-defined spec is done via cr-buildbucket.cfg, which does not apply until the CL lands. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
