[dawn] Replace ityp::span from dawn/common/ityp_span.h with utils/span.h The two headers both implement the same kind of ityp::span but we want to transition to using the one in utils/span.h as it is more hardened, has a known layout used in future CLs, etc. SpanFromUntyped is kept for now and uses of it will disappear as the input API of dawn::native gets spanified. The new ityp::span has DAWN_UNSAFE_BUFFER_USAGE annotation so a bunch of DAWN_UNSAFE_TODOs are added when fixing the unsafe buffer usage warning was not a trivial change.
