Fix textureutils.cpp to comply with WebGPU Spec In the WebGPU spec(https://gpuweb.github.io/gpuweb/#texture-formats-tier1), when Tier 1 is enabled, only R8Snorm/RG8Snorm/RGBA8Snorm support the resolve functionality. This change modifies the functions in TextureUtils.cpp to meet these requirements, and also adds RG11B10Ufloat support gated by RG11B10UfloatRenderable feature. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
