Fix IR Binary enabled CMake builds In the initial review, it was missed that the path to the custom cmake rules for protobuf needed to change. I also did some cleanup that had been mentioned in the original review. I moved the related rules up a bit also, since this is not Emscripten specific, and replicates the original layout more closely. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
