[Wire] Add default function body to the 4-parameter `DeserializeDataUpdate` This CL makes the old 4-parameter `DeserializeDataUpdate` a non-pure virtual function so Chromium can safely remove its override without having to provide an implementation for it. After Chromium implements its 3-parameter version of `DeserializeDataUpdate` we can clean up the old 4-parameter overload, `SetDataLength` and `SetTarget` in `WriteHandle`. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
