[tint] Use scientific notation for large values Fall back to scientific notation when serializing floats or doubles if their fixed-point representation exceeds 45 characters. This prevents excessively long representations of large floating-point values (like double max) in error messages and generated shaders, while maintaining fixed-point for smaller numbers. Update all relevant unit tests to match the new formatting expectations. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
