[dawn][fuzz] Fix the fuzzers to use spontaneous callbacks. - Recent changes to remove external references for Instances exposed a bug in the fuzzers where it was relying on dropping the last external reference to the instance to clean up outstanding callbacks. - By making the fuzzer server use spontaneous callbacks like what we do in production, this allows the callbacks to run and prevent leaking the callbacks. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
