[YUV AHB] Make kImmediateShaderStages a public constant. It was accessed through a getter on the pipeline layout but internally was a constant (and will never be anything else given how they are specified in WebGPU) so make it a public constant to avoid having to query the layout. This will be useful in a future commit to make the ImmediateDataTracker take a VkPipelineLayout directly. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
