Adds ASTC texture compression formats and Vulkan support for them. The end to end texture tests with the binary information for the textures are generated using the open source astc-encoder tool. Also: Refactors end2end compressed texture tests to allow for non-4x4 texel compression formats (ASTC formats are not all 4x4). Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
