Vulkan: Add Extended Dynamic State Toggle Adds the necessary plumbing to enable VK_EXT_extended_dynamic_state and a toggle to control whether or not it's used, currently set to false by default. Does not make use of the extended dynamic state functionality. That will be added in a follow-up CL. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
