Revert "Enable D3D12 render pass and use PRESERVE usage on null RTV slots" This reverts commit 6c2fd524f18e175bc502402f7f2c9e9cf351fd5c. Reason for revert: D3D12_FEATURE_DATA_D3D12_OPTIONS18 is not yet available in Skia. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
