[build] Guard all fuzzer targets with TINT_BUILD_FUZZERS Use the build generator to automatically add the condition for fuzzer targets and executables. Use a BUILD.cfg file to add the condition for the fuzzer support library. This fixes `cmake --install` when the fuzzers are disabled, because previously it was trying to install some of the fuzzer helper libraries. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
