[tint] Add texel_buffer sub-map to tint::Bindings Adds `Bindings::texel_buffer` as a dedicated `BindingMap`, replacing the `storage_texture` workaround. All backend option-helpers validate and remap texel-buffer bindings through the new sub-map against the correct native slot namespace. MSL, HLSL, and GLSL writers return an error until emit support is added in follow-up CLs. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
