D3D12: Initialize `mZeroBuffer` from CPU with BufferMapExtendedUsages This patch creates `mZeroBuffer` as a mappable buffer and initializes it from CPU when `BufferMapExtendedUsages` is supported on the current physical device. This change will save another memory allocation in DynamicUploader and may help workaround some other known issues. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
