Add Internal ReadOnly Storage Buffer binding This is needed for the upcoming B2T emulation using shaders. The shaders only need to read a src buffer as readonly storage. We don't need a full-blown wgpu::BufferUsage::Storage for it. However, the current standard buffer binding validation will require wgpu::BufferUsage::Storage even if the buffer is readonly in the shader. So an extra internal readonly binding is needed. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
