Implement hashing and equality for Tint MSL Options and its member types Add TINT_REFLECT_EQUALS and TINT_REFLECT_HASH_CODE helper macros that generate operator== and HashCode implementations based on reflected fields. Also, add missing Hash specializations for unordered_map/set and optional. Will be used for caching MTLLibrary objects based on a MetalShaderParams key type that includes the Tint MSL Options.
