Reland "Use Swiftshader by default when fuzzing" This is a reland of d08a14b70982a90423f4965ae5625847316de09e It gates dawn_use_swiftshader on dawn_enable_vulkan because the Vulkan backend isn't supported on Mac. We may support Swiftshader Vulkan on Mac in the future, but that will first require changes to how we initialize the Vulkan backend. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
