Update Dawn GN builders to use shared GPU helpers Updates almost all Dawn GN CI and try builders to use the shared GPU helpers from chromium-luci instead of essential redefining them. The only occurrence not migrated is the presubmit builder since there is not currently an appriate helper for this. This is largely a functional no-op with most changes just adjusting dimensions to be in sync. The one exception to this is for Windows builders, which now prefer machines with SSDs. The majority of our CI and try Windows GCE capacity has SSDs at this point, so this should be fine. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
