[ir] Validate constexpr_if branch terminators are exit_if ConstExprIf instructions represent constant/override-evaluated boolean expressions and must be able to fold to a constant value. A branch with a terminator other than exit_if (such as return) cannot fold to a constant value. This change adds a validation rule that both the true and false blocks of a constexpr_if must terminate with an exit_if instruction. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
