Reland "Move FencedDeleter Tick into a SerialTask" This is a reland of commit a3335349674d8e6538e35ae0f43ed84767b9f539 Resolved the prior ClusterFuzz failures by allowing AssumeCommandsComplete to force any remaining tasks to execute. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
