[fuzz] Suppress old-style cast warning for Vulkan API usage VK_API_VERSION_1_1 eventually distills down to C-style casts which our tidy/warning flags do not like. Since this is an actual usage of the macro in our code, I don't think the work to get the dependency headers ignored by the checks is sufficient here. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
