Avoid device guard in WaitForQueueSerial() Change ExecutionQueueBase::WaitForQueueSerial() to only acquire the device mutex if waitSerial is newer than last submitted serial. GetLastSubmittedCommandSerial() is atomic so the device mutex isn't need to check it. This ensures WaitForQueueSerial() won't block on device mutex unless it's likely needed for EnsureCommandsFlushed(). Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
