Split the reader/ and writer/ out of libtint_core_all_src. This CL splits the code in `reader/` and `writer/` out of the `libtint_core_all_src` target and into individual `libtint_reader_src` and `libtint_writer_src` targets. The various readers and writers are updated to have the specific target as dependencies. The `deps` are moved to being private from `public_deps`. The places where dependencies were missing are updated. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
