[dawn][native] Disallow viewFormats with TRANSIENT_ATTACHMENT Without this, we hit "Failed to create MTLTexture view" in the Metal backend when trying to create a view with a different format on a transient texture. (This happens even without Metal validation layers so it's not a vulnerability, it just loses the device.) Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
