[tint][val] Reject non-pipeline creatable values in RootBlock This adds in a check to instructions in the root block validation to ensure that they are either constants/overrides, or derived from them. There is still some looseness to this check for expressions/builtins, since it only checks that the operands, not if the expression/builtin itself is allowed. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
