[infra] Add mesa as a dependency for the IR fuzzer I added it as a dependency to the WGSL fuzzer (controlled by a build flag), but I apparently just missed/forgot to add it for the IR fuzzer. This doesn't matter too much, since the driver isn't linked directly into the binary and most of the time the fuzzers are built together, but it is possible for a clean build of just the IR fuzzer to be built and unexpectedly Mesa isn't built too. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
