tint_cmd: Flush stderr after emitting non-error diagnostics And before we emit the output program to stdout. This is important to ensure that the output is emitted immediately rather than buffered, especially since we write to both stdout and stderr. For example, we emit diagnostics to stderr, but the wgsl program to stdout, and without flushing, the ordering of this output is not guaranteed. We depend on this ordering for our Tint e2e tests (comparing saved output to emitted output), and on the Dawn LUCI bots, these tests failed because diagnostic messages were emitted after the wgsl program. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
