[gn] Add custom Python script for generating sources This allows the GN rule to pass a path that is relative to the root build dir, which is necessary to avoid non-deterministic build failures on the bots. The script then takes care of making that path absolute before invoking the Go tool. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
