Loosens validation for APITick. - Validation no longer produces an error if the device is destroyed. Instead it just no-ops now. - Internal Ticks are still validated the same as before. - Necessary because Chromium may call Tick after device.destroy() which causes noisy validation errors that can break tests. - Removes the current tests for this bahavior with new follow up tests in child CL. Dawn is an open-source and cross-platform implementation of the work-in-progress WebGPU standard. More precisely it implements webgpu.h
that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
