[bazel] Add .bazelignore for external libs Ignore build, out, and some third_party directories during recursive package traversals (like `//...`). This prevents Bazel from scanning local overrides and build artifacts, which trigger relative package load errors in IDEs like VS Code. Also update `MODULE.bazel.lock` with the now successfully resolved dependency graph. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
