[dawn][emscripten] Move critical C declarations into webgpu.h - Temporarily move the definition for emscripten_webgpu_get_device into webgpu.h headers so that we can migrate users to stop relying on <emscripten/html5_webgpu.h>. - Also removes all the deprecated implementations in library_html5_webgpu.js. Dawn is an open-source and cross-platform implementation of the WebGPU standard. More precisely it implements webgpu.h that is a one-to-one mapping with the WebGPU IDL. Dawn is meant to be integrated as part of a larger system and is the underlying implementation of WebGPU in Chromium.
